Tourism and Culture 

Sierra Planning and Management is at the forefront of tourism planning as an emerging sector of opportunity for a number of regions at home and abroad. We have assisted the Canadian public sector at the national level (Parks Canada), First Nations, Provincial and Territorial governments and agencies, and municipal governments. We have also helped private operators, and state-run organizations in the US, Europe and the Middle East.

Our services include national and large-region, multi-sector tourism strategies, as well as local, community-based strategies and sector-specific assignments. We engage in studies which balance tourism and economic development goals with resource conservation and sustainable planning for national parks, other public lands, historic and cultural assets.

We engage with partners in cultural resource planning, linking built and natural heritage, cultural assets, tourism and business development/retention into comprehensive plans.

Our Projects

2019 Natuashish Eco-Tourism Plan, Mushuau Innu First Nation

Sierra Planning and Management, in collaboration with The Tourism Company, provided an evaluation to the Mushuau Innu Nation on whether a community tourism enterprise based on cultural and natural heritage could be economically feasible and, if feasible, to delineate the steps necessary to launch such a business. 

Working with the Tourism Company, generating realistic tourism capacity is the single largest hurdle and requires a recognition of the fundamental cultural norms of the Innu – primarily experiencing the land through backcountry travel, social gatherings and exploration. The first phase of this project included engaging with the community and stakeholders to develop the tourism concept and then evaluating the market and financial feasibility.


2022 Manitoba Indigenous Cultural Education Centre

MICEC serves an important role in the neighbourhood as a meeting space. Prioritizing neighbourhood community and non-for-profit groups and educational groups MICEC offers its meeting space for free or for a donation. 

Sierra Planning and Management developed a business plan for the Manitoba Indigenous Cultural Education Centre (MICEC) building and program expansion project. Sierra Planning and Management developed an order of magnitude estimate for MICEC, performed financial modelling and developed an action plan, which included estimates of expected capital costs, net operating income, the capacity to service debt, and the phasing plan, conducted risk assessment. We provided advice regarding risks and risk mitigation, as well as implementation tactics that can move the project forward from the financial modelling exercise
