Sierra Planning and Management offers economic and financial advisory services to municipalities, individual business, as well as the not-for profit sector and institutions. Our Projects

2020 Revelstoke Mountain Mixed-Use Neighbourhood Plan

As a rare example of a temperate inland rainforest, Revelstoke and the site are framed by the Columbia River and the surrounding high peaks.

Retained by B+H Architects as part of a multi-disciplinary team to develop a master plan for a new mixed use neighbourhood close to Revelstoke Mountain Resort, Sierra helped the design team with an understanding of the range of market potential associated with the lands. Working collaboratively, the team emphasized the intrinsic potential associated with the site based on a philosophy of resilient design and minimalist intrusion into the landscape.

Our analysis provided highly detailed market advice, absorption analysis by land use type, appropriate form of ownership, and return on investment for a range of development scenarios.

2013 Town Of Bradford West Gwillimbury: Downtown CIP and Employment And Industrial Land Needs + Industrial Areas Community Improvement Plan

Sierra was retained by the Town of Bradford West Gwillimbury to prepare a Community Improvement Plan (CIP) to promote private investment in its Downtown core in order to achieve the vision and objectives of the 2011 Downtown Bradford Revitalization Strategy. The CIP is an important means of rehabilitating Bradford’s Downtown building stock and is essential in addressing matters of façade improvement, heritage conservation, parking and access constraints, desired density and retail mix in the Town’s core.

Requiring further build-out of the Artesian and Reagans Industrial Parks in light of significant vacancies and a decline in industrial development the Town, the CIP provided a Development Charge Grant and Tax Increment Grant Program to industrial land owners and developers to reduce the gap caused by higher rents and costs of development in the parks relative to other competitive locations in York Region.

The Industrial Areas CIP is vital to stimulating immediate investment in the build-out of the Town’s active industrial parks in advance of plans to develop new industrial lands along the planned 400 Series Highway Extension.
