Sierra Planning and Management provides a range of planning services – from development and planning opinions to conceptual site planning and policy development, and representing clients at appeal hearings. Sierra has extensive experience in community improvement planning, having undertaken almost two dozen community improvement plans in Ontario since the mid 2000s, providing clients with clarity as to how to market and resource these plans as well as fund them.

Our planning services inform our work on development feasibility, highest and best use and order of magnitude property valuation, as well as development impact assessment. Sierra also provides project management for the development, acquisition or rationalization of real estate.

Our Projects

2022 Town of Orangeville Community Improvement Plan (CIP)

Sierra Planning and Management, in association with MHBC Planning, worked with the Town of Orangeville to develop a modern Community Improvement Plan (CIP) to guide and support the Town’s economic development priorities.  We worked with the Town to develop a CIP a strong framework for private revitalization activities that were supported by the updated urban design guidelines developed in cooperation with MHBC.  The process of developing the CIP involved comprehensive consultation with economic development organizations, business and property owners, and residents at each stage, CIP program design and building consensus around the justification and economic benefits for offering municipal financial incentives.


2017-2018 & 2024 Peterborough Major Sport and Entertainment Centre

Sierra Planning and Management was retained by the City of Peterborough to determine the overall feasibility and cost-benefits of investment in a new Multi-Use Sport and Event Centre in the City. The project was implemented in two phases: Phase One Feasibility Study included stakeholder and community consultation, as well as a detailed locational analysis, and determined market and community needs to justify a Major Sport and Event Centre in the City and broader region, beyond what was provided at the time in the existing, outdated Peterborough Memorial Centre. Phase Two Business Case provided specific recommendations on the requirements for a new Major Sport and Event Centre based on the information gathered in Phase One. 

In 2024 Sierra was retained by the City of Peterborough to complete the next stage of the Peterborough Major Sport and Entertainment Centre development including: updating capital works, a review of the changing landscape of competitive venues, a review and revisions of financial operating projections, an update to the economic impact model of operations and spending multipliers to the regional economy, and revisiting the scope of the project and updating the current cost analysis.


2020 L’île du Chenail and Confederation Park Concept Plan Development, Town of Hawkesbury

The Town of Hawkesbury engaged Sierra Planning and Management to undertake a detailed public engagement exercise aimed at drawing out common themes and principles for investing in the future of L’île du Chenail and Confederation Park – both as a resident amenity and tourist attraction.  A high-level concept plan for physical improvements to L’île du Chenail and Confederation Park was developed that is founded in community input.  The plan identifies both a long-term vision for the park as well as “quick wins” to improve the island in the short-term
