Sierra Planning and Management in association with PKF Consulting completed an integrated Culture, Tourism and Recreation Master Plan for the City of Timmins. This Master Plan supports the objectives of the Timmins 2020 Strategic Plan and identifies long-term strategic options for the enhancement of community well-being.
The development of the Culture, Tourism and Recreation Master Plan involved undertaking detailed sector-based analysis and subsequently integrating a range of interrelated planning priorities into one Master Plan document. This work included an assessment of the current supply of, and demand for, recreation and cultural facilities in the City of Timmins. A particular challenge addressed within this Master Plan was the issue of aging facilities and identifying alternative uses for decommissioned recreation facilities that fit with community needs. The Plan also addressed new tourism development projects and the potential impact of these on economic development in the City.
As an added deliverable of the project, Sierra and PKF undertook the identification, inventory and geocoding of the City’s recreation, cultural, and tourism assets for integration into the City’s GIS mapping system.
City of Guelph South End Recreation Facility: Needs Assessment and Feasibility Study
Sierra Planning and Management was retained by the City of Guelph to conduct a city-wide recreation facility needs assessment, with a focus on the city’s growing South End community.
Sierra Planning and Management was retained by the City of Guelph to conduct a city-wide recreation facility needs assessment, with a focus on the city’s growing South End community. Our needs assessment examined the current supply of indoor recreation facilities, and outdoor aquatic facilities at present including all city-owned facilities, and university, school board, and non-profit facilities (and existing joint-use agreements). Our assessment took into consideration the expected life expectancy of existing city-owned facilities. We analyzed this supply in the context of existing and projected demand for recreation facilities through developing a demographic profile of the City and South End community, community consultation with user-groups and the broader public (in person workshops and an online survey), and a review of utilization data for each facility. Our analysis identified existing and projected needs for recreation facilities in the City as a whole, and specifically in the South End community.
Based on our recreation facility needs assessment, we developed a series of conceptual options in collaboration with WGD Architects, for a new recreation facility in the City’s South End. We then conducted a thorough locational analysis to identify the optimal site for the new centre. This process required ongoing community consultation to ensure that the concept we arrived at was supported by the community and reflective of their needs. To complete the project, we engaged in an in-depth financial feasibility analysis that led to the development of a step-by-step implementation strategy for the City of Guelph. Our implementation strategy identified capital costs and phasing requirements for the construction of the new complex, in addition to providing recommendations as to programming, management structure, and short- and longer-term operational considerations.
