Halifax Stadium (FIFA 2015 Women’s World Cup) Financial Feasibility and Location Assessment Sierra Planning & Management lead Phase 1 of a 3 phase process in the development of a potential stadium facility in Halifax
Sierra Planning & Management led Phase 1 (Business Plan) of a 2 phase process (Business Plan and Design) in the development of a potential stadium facility in Halifax. The potential stadium could be expected to become one of the host facilities for the 2015 FIFA Women’s World Cup. Phase 1 of the study required an assessment of the feasibility of the stadium facility based on the potential capture of programming from a multitude of turf and other sports, entertainment events and other revenue sources. The work involved an extensive review of the recreational supply and demand equation in the HRM. A significant part of the study involved stakeholder interviews, focus groups, public consultation and an online social media campaign. Phase 2 involved a schematic design exercise, locational analysis and a detailed financial analysis of short-listed sites and economic impact analysis. Sierra was involved with: functional programming, site location analysis of seven sites, the public consultation process, online survey, business plan and economic impact assessment, and also provided input into detailed market research based on a household telephone survey that was carried out.Operational, Events and Governance Business Plan< Velodrome Facility for Toronto 2015 Pan/Parapan American Games Sierra Planning and Management was contracted to conduct a business planning exercise for this facility for the Town of Milton.
Sierra Planning and Management was contracted to conduct a business planning exercise for this facility for the Town of Milton. We are currently advising the Town and its funding partners, Toronto 2015 and Infrastructure Ontario, regarding the operational business planning requisites for design, functional space programming, program delivery and tenant revenue generation potential. The plan provided an assessment of the market opportunity and community need, as well as financial feasibility of a permanent, indoor velodrome with 3,500 seats capable of hosting major international cycling events. The business planning process involved a thorough market and financial analysis to determine the legacy potential of the facility. A key component of the plan was a proforma exercise to demonstrate the potential annual net operating income and risks associated with a spectrum of development and operational scenarios, including variation in the event schedule, seating capacity and range of non-cycling uses of the facility. Sierra has also completed an exercise in estimating the economic impacts of the facility through an extensive modeling exercise.A&T Energy Solar Farm Development Project Management Kapuskasing, Ontario Sierra Planning and Management was retained to undertake project management and business planning for A&T Energy in regard to plans for a 7.5 MW solar electricity generating facility in Northern Ontario

Working alongside technical consultants from California (home of some of the most significant applications of solar-based electricity generation), the project team submitted an application for a power-purchase agreement with the Ontario Power Authority (OPA). Once approved, Sierra undertook a business plan for private financing assistance and managed the Renewable Energy Approvals (REA) process in order to achieve regulatory approval for the project.
